To further promote the ultra-low emission transformation and stable operation of the steel industry, and to facilitate continuous improvement in atmospheric environmental quality, after careful consideration, we are allocating to you the 2024 incentive funds for steel enterprises' ultra-low emission transformation. The expenditures related to this fund are classified under the government budget item '2110301 Atmosphere' for the year 2024, as detailed in the attached document. The following notices and requirements are hereby issued:

The incentive funds are intended to provide motivating rewards to steel enterprises that have completed ultra-low emission transformation projects. Local finance departments are required to expedite fund disbursements to support pollution control efforts by steel enterprises and to ensure the stable operation of their pollution control facilities.

The incentive funds must be used exclusively for their designated purpose and any diversion, misappropriation, or misuse of these funds is strictly prohibited. Provincial-level authorities will conduct performance evaluations and supervisory inspections in due course. Should any instances of falsifying ultra-low emission efforts or failure to maintain operational integrity of facilities be discovered, the incentive funds may be reclaimed, and appropriate disciplinary actions will be taken.
